Subject: [PATCH] [OPSYSENG-2097] Scope boardwalk-js-tests package

The `boardwalk-js-tests` package is used to test JavaScript code elsewhere,
and before this commit did not have a package scope. Here, we leverage
`@backblaze-labs/`, as it's owned by Backblaze, and there remains no intention
to ever publish the NPM package in the repository.
