Tests not passing for current configurations

Test on test_cost_symmetry.py fails for configuration A (Not all tests were actually being run on Travis).

Increasing the utils_conversion_factor from 10 to 20 fixes the issue, but this raises the issue that validation of parameters would be necessary.
