States on which handlers should run

To use the newly added os2forms_digital_signature-module correctly it is noted that e-mails must be configured to run only on "locked"-submission. This is not possible on other handlers.

Handlers we control should be updated to allow the configuration as e-mails:

We propose that the default state of submission that handlers run on is "completed". Update hooks should be added to ensure existing handlers are updated.
