Subject: [PATCH] Add glimpse image check workflow

Scaffold from glimpse init --workflow: .glimpseignore, a seeded
.glimpse-baseline.json with the 10 current images, and a GitHub
Actions workflow that runs glimpse check on pushes to main and on
pull requests.
