Does it feel like upgrading to Windows 10 is not implemented?

There was a temporary problem (even terrible memes were made about system disruption and system breaking...) But does it seem like the free upgrade to Windows 10, which was previously distributed for a limited time, will it not be implemented again? (Though this is done without the "media creation tool")

PS: If implemented, what restrictions might there be?
