T3 Mobile camera and/or photo attachments

Enable T3 mobile chat to add photo or use camera to take picture. Using T3 to guide me through work on a disconnected computer and it keeps wanting command prompt results so I've been taking pictures with phone, emailing it to myself, downloading from mail, then attaching screenshot to chat. Please help streamline!

Photo library attachments shipped, so taking a photo from the composer is the part of this idea that's left. Moving my proposal here from #16537, as Julius asked.

Use case: showing an agent something physical (a whiteboard, an error on another machine, a paper sketch) currently means leaving T3 Code, using the Camera app, then picking the photo from the library. That's the same round trip the original post describes.

Scope:

• A Take Photo item in the existing + attachment menu wherever it appears: new task, thread composer, question answers.
• Photos only, no video, so there's no microphone permission.
• Camera permission is requested only when the item is tapped. If access is denied, a short message points to Settings.
• pickComposerMedia gets source: "library" | "camera", so captures reuse the existing pipeline: attachment limits, HEIC/oversize normalization, and the Android foreground-handoff guard.
• The NSCameraUsageDescription copy is broadened to mention photo attachments. The app already requests camera access for QR pairing.
• Smaller than feat(mobile): add camera option to attachment menu #12108: no progressive recompression changes.

Focused tests pass, and the mobile app typechecks and lints clean. Not yet tested on a device.
