Sub-issue of #657. cocoon hot-resizes NICs today but not vCPUs or memory, so engine/cocoon answers VirtualizationUpdateResource with ErrEngineNotImplemented for those fields and workload realloc on a VM pod is a recreate. Windows guests will stay a recreate regardless.
Blocked on cocoonstack/cocoon exposing CPU / memory hot-plug (Cloud Hypervisor supports both). When it lands: map the cpumem engine params to it.
