fix(ci): let the registry job publish a named version's server.json - #446

A dispatch runs the workflow file of the ref it is dispatched on, and a release tag carries the file from before the registry job existed, so a version an outage missed could not be published by dispatching on its tag. A registry_ref input names the tag to check out instead, and the dispatch stays on main.

A workflow dispatch runs the workflow file of the ref it is dispatched on, and a release tag carries the file from before the registry job existed. Dispatching on a tag to publish a version an MCP registry outage missed therefore never ran the job.
This adds an optional
registry_refinput naming the tag whose server.json the job publishes, so the dispatch stays on main. Leaving it empty publishes the checked-out branch's own, as before. The comments in the job now say how a missed version is published.
