ci: skip mutation testing on a dispatch that only publishes to the registry - #447

…gistry A dispatch naming a registry_ref publishes a missed version to the MCP registry, which mutation testing has no part in, and the matrix keeps the run going for hours. Skip it for that dispatch.

A dispatch that names a
registry_refpublishes a missed version to the MCP registry. The mutation matrix a dispatch otherwise starts has no part in that and keeps the run going for hours, so a registry backfill never reached a completed conclusion. The matrix is now skipped whenregistry_refis set; a plain dispatch still runs it.
