fix(ci): run the registry job's own code when backfilling a version - #448

Checking out the named release tag ran that tag's publish script, which predates the skip for a version the registry already lists, so a backfill of a listed version failed on the duplicate. The job now checks out the dispatched branch and takes only the tag's server.json.

Backfilling a version by checking out its release tag ran that tag's own publish script, which predates the skip for a version the registry already lists, so a backfill of a listed version failed with "cannot publish duplicate version". The registry job now always checks out the dispatched branch and takes only the named tag's server.json from it (
git fetchof the tag, thengit showof that one file), so the current script's checks apply to any version being published.
