ci: publish to the MCP registry with the shared action - #452

The retry classifier, the skip for a version the registry already lists and the pinned, checksum-verified mcp-publisher download now live in ExaDev/mcp-registry-publish. The registry job runs that action, so the local script, its two modules and their tests are removed.

The registry publish logic now lives in ExaDev/mcp-registry-publish: the retry classifier, the skip for a version the registry already lists, and an
mcp-publisherdownload that is pinned and checksum-verified where the old script fetched whatever was latest. Theregistryjob runs that action, so the local script, its two modules and their tests are removed. The job keeps its own structure: separate from the release, re-runnable, and aregistry_refdispatch that takes only the named tag's server.json.Refs #451, which closes once the next release publishes through the action.
