ModuleNotFoundError: No module named 'pkg_resources'

when i write pipgui command it says:

    import pkg_resources
ModuleNotFoundError: No module named 'pkg_resources'

and when i want to install pkg_resources it says:

ERROR: Could not find a version that satisfies the requirement pkg_resources (from versions: none)
ERROR: No matching distribution found for pkg_resources

Same error for me.
