Adds a guide to recovery-plan, adopt-legacy, handoff and retire-stale, including handoff --carry-drift and --from-unknown-owner from 0.20.19, and points the drift section to it.

recovery-plan,adopt-legacy,handoffandretire-stale, pointing to each subcommand's--helpfor flags, plus the known pitfalls: a mixed legacy manifest needs a normal install beforehandoff,--force-driftalso refreshes the target's merge contributions, and--selectdrops unselected ones. The drift section now points there for ownership refusals.Replaces #164, whose release part already landed in #165. Skill-only, no version bump.
