Allow read-only legacy ownership previews through the service-user transport. Runtime manifests and full ownership snapshots are read by the worker, while source provenance remains with the caller. The plan digest includes the transport endpoint. Local snapshot hashing keeps its existing format.
Adoption apply remains refused by both CLI and API. Run-as previews expose no executable apply command. This change does not enable fleet normalization, ownership migration, install writes or a feature release.
Validation: typecheck, build and release metadata passed; the full suite passed 1003 tests with two skips. Fifty focused ownership/worker tests and ten CLI regressions passed. Independent review: READY for the read-only scope. Public-context scan passed.
