Enable reviewed ownership migration and metadata-only recovery for local service-user targets, then release v0.22.0. Adoption, stale-claim retirement, audited handoff and selective release pin the complete account identity, inventory revision and full runtime snapshot while preserving installed bytes and modes. Same-fleet normalization supports one service endpoint and keeps journals and graph locks with the caller.
Caller audit and lock paths reject service-controlled ancestors, group/ACL write access and symlinks before target mutation. New directories and audit files use private permissions; interrupted operations retain receipt-linked recovery. Cross-account normalization, programmatic adapters and arbitrary service commands remain unsupported.
Validation: typecheck, build and release metadata checks passed; 88 test files, 1,093 tests passed and two skipped. Isolated real-UID install, ACL confidentiality, reviewed handoff roundtrip and selective-release smoke passed. Independent adversarial review is READY across all 31 changed files; private-context and whitespace scans passed. CI will rerun the complete suite and real service-user smoke before merge.
