feat: install Codex skills project-scoped via .agents/skills - #1

Conversation
Codex CLI discovers skills from <repo>/.agents/skills (the agentskills.io standard path, also read by Antigravity), verified against codex-cli 0.142.3. Install there instead of the user-global $CODEX_HOME/skills so skills stay scoped to the checkout. - write a '*' .gitignore into install dirs to keep git status clean - uninstall also sweeps legacy $CODEX_HOME/skills links - add repo .gitignore (__pycache__, .DS_Store) - extend CI smoke test to cover the codex target
