Registers the planned public
policyengine/populace-nzrelease in the shared country registry. New Zealand exposes only calibration, targets, and release comparison; unsupported model, staging, pipeline, cross-dataset, and external-check surfaces remain capability-gated.The change also replaces a test assumption that every selectable country has Cross-dataset data with the actual capability contract.
