   Working on this issue (branch: task_17). The failing step references the action doxygen/setup-doxygen@v2, which does not exist on GitHub, so the workflow cannot resolve its actions. The fix replaces it with real marketplace actions:

   • ssciwr/doxygen-install@v2 (version 1.9.8 - the Doxygen version the docs were verified with) to install Doxygen,
   • ts-graphviz/setup-graphviz@v2 to install the Graphviz dot tool (the Doxygen config has HAVE_DOT = YES, so the class diagrams require it; it is not preinstalled on the ubuntu-latest runner).

   Checklist:

   • Reproduce and analyze the failing run (38308295589)
   • Verify the replacement actions exist and fit the requirements (marketplace actions, the 1.9.8 release asset is available)
   • Update .github/workflows/deploy-docs.yml
   • Validate the workflow YAML + re-run the Doxygen build locally
   • Push task_17 and open a PR
   • Merge after CI and verify the gh-pages deploy succeeds
   • Final checklist update on the issue
