Apply Milo's documented no-body policy consistently by rejecting Transfer-Encoding framing on GET and HEAD, including an encoded empty chunked body, while preserving Content-Length: 0 behavior.
This fixes SEC-11 from #38 with Rust, WebAssembly, and fuzz-conformance regressions.
