MITRE renamed TA0005 from Defense Evasion to Stealth, and the list was missing Reconnaissance (TA0043), Resource Development (TA0042), and Defense Impairment (TA0112). A rule tagged per the published list currently fails validation, since pySigma carries the newer ATT&CK data. After this change the list matches pySigma 1.5.0 exactly, 15 tactics with no discrepancy in either direction. Refs SigmaHQ#218

Fixes the ATT&CK tactic list in
sigma-appendix-tags.md.MITRE renamed TA0005, and three tactics were missing:
defense-evasionA rule tagged
attack.defense-evasion, which is what the spec currently documents, fails validation:pySigma 1.5.0 carries the current data and is correct. After this change the list matches it exactly: 15 tactics, no discrepancy in either direction.
Two things I left alone deliberately:
[Lateral_Movement]on the lateral-movement line has an underscore in the display name where the others use a space. Unrelated to this fix, happy to include it if you want.Refs #218
