What happened?

half-turned and fully turned werewolfs can wear any armor by using modded guis that can access the armor slots without any skills that allow for armor to be worn

For example, Curios menu from curios or Blood chest from evilcraft

Reproduce steps

1 open game with curios installed
2 turn into werewolf
3 open curios menu
4 put on any armor you want

Confirmed, used curios keybind, tried shift-clicking armor on me, and it worked. Using Werewolves v2.0.3.0 for 1.21.1, Neoforge 21.1.215.
