[Suggestion] Advanced Use Seal / Maintenance Seal

I'm not sure how doable these are, but I notice the big hurdle with automating flux cleanup is that the current use seal will have a golem try and use filters on the same lattice repeatedly regardless of state.

I thought of two possible solutions:

• An Advanced Use Seal which allows setting both the allow list of items to use and an allow list for blocks to use said allowed items on
• A maintenance seal which if it detects a clogged condenser lattice in an area, it summons a golem to try using a filter on the affected lattice (an inventory with either empty or similar would need to be close enough for a golem to restock from

Right now its best to use observers to detect when a piece of lattice is clogged, and sending that signal to the use seal to make it work only when needed. It restricts the form of the placement a bit, but the lattice placement rules are quite lax so it should be easy enough to find a configuration that works.
