Return TensorVar directly from the declaration builder and emit its binding with the current source location. Remove the dedicated declaration frame and Python scope callbacks while preserving allocation fallback, external tensor-memory bindings, and tensor metadata.

Emit tensor declaration bindings directly and return the tensor value from the script builder. Remove the dedicated declaration frame and Python enter/exit callbacks while preserving allocation selection, tensor metadata, statement ordering, and source spans.
