Summary

Adds the infrastructure for Playwright functional tests that run against a real Auth0 tenant. No test specs in this PR, those follow in the next one.

• functional-tests/ workspace with Playwright config, an auth fixture that reuses a logged-in session, and a Management API client used to verify what the components actually saved
• Ephemeral org lifecycle: setup-org creates a fresh org with connections and an admin user before a run, teardown-org always cleans it up afterwards
• GitHub Actions workflow that runs the suite once the PR has an approval (see below)

How the CI workflow runs

• A cheap gate job checks that the PR is approved and that it touches functional-tests/, packages/, examples/react-spa-npm/ or the workflow itself. If not, the test job is skipped.
• Drafts and fork PRs are skipped, so secrets are never exposed to forks.
• Tests start when a review is approved, and re-run on later pushes as long as the approval is still valid. A push that dismisses the approval skips the run until it is approved again.
• Traces are off in CI so the public report artifact does not contain recorded input or tokens. Videos are kept on failure.

• Branch protection on main should require an approving review and dismiss stale approvals on new commits
• Make Functional Tests a required status check. Do not require the gate job

Testing

Infra only, nothing here is covered by unit tests. To verify, open a PR touching a watched path: the test job should be skipped until the PR is approved, then run, and run again after a push that keeps the approval.
