chore: replace LICENSE with the verbatim Apache-2.0 text

Closes #81

Supersedes #82. That PR keeps the copyright line inside the LICENSE appendix. This one
leaves LICENSE verbatim and moves the copyright line to a new NOTICE file. If this merges,
#82 can be closed.

Change

• LICENSE: replaced with the apache-2.0 body from the GitHub licenses API
  (gh api licenses/apache-2.0), written byte for byte: 201 lines, 1,581 words,
  11,357 bytes. No word is edited, including the appendix placeholder
  Copyright [yyyy] [name of copyright owner].
• NOTICE (new): Copyright 2026 Bawbel (bawbel.io@gmail.com), the line that was at
  line 102 of the old LICENSE.
• pyproject.toml: unchanged. It already declares license = { text = "Apache-2.0" }
  (line 12) and License :: OSI Approved :: Apache Software License (line 55).
• README badge: unchanged, already Apache 2.0 (line 13).

Released wheels up to 1.3.0 carry the abridged LICENSE. Any patch release is the
maintainer's call and is not part of this PR.
