ci: build ARM64 Docker images only for releases (backport #151 to release/v1.0.10)

Backports PR #151 (ci: build ARM64 Docker images only for releases) to release/v1.0.10.

Cherry-pick of merge commit f38893a (-x -m 1), scoped to the .github/workflows/ci.yml change only.

Change applied:

• Drop docker/setup-qemu-action from the Docker job and build only linux/amd64 here; ARM64 is built for releases elsewhere.
• Tag the main ref build as main instead of latest so it no longer overwrites the multiarch release image.

No C# changes. Validation: scripts/ci/actionlint.py clean, ci.yml parses, and the pre-push gate (NoMaui build + Core/UI unit tests) passed.
