Upgrade PXC to 8.4.11 and configure startup and recovery behavior - #136

Update the Percona XtraDB Cluster 8.4 blob to 8.4.11-11. Disable innodb_buffer_pool_populate for 8.4 to avoid eager buffer pool allocation at startup in memory-constrained environments. Build wsrep_provider_options from a hash and enable repl.force_sst_after_inconsistency for 8.4. Add BOSH template coverage for provider defaults, custom gcache size, version handling, and buffer pool population.
