CppInterOp's ubu24-arm-gcc12-llvm23 row fails before building anything (run):

no prebuilt for key=llvm-release-23-ubuntu-24.04-arm-arm64-8cf51694de054cde

The LLVM 23 llvm-release set declared ubuntu-24.04 x86_64, macos-26, macos-26-intel and windows-2025 only. This adds the ubuntu-24.04-arm / arm64 row. The push-to-main preflight then warms it. The recipe already builds on that image for 22, so no recipe change is needed. Storage impact is ~0.3 GB (release currently at 16.7 GB, soft cap 20).

CppInterOp's ubu24-arm-gcc12-llvm23 row asks setup-llvm for
llvm-release 23 on ubuntu-24.04-arm/arm64, but the 23 set only
declared ubuntu x86_64, both macOS images and windows-2025 x86_64.
setup-llvm defaults build-on-miss off, so the row fails at once with
"no prebuilt for key=llvm-release-23-ubuntu-24.04-arm-arm64-...".

Declaring the cell lets the push-to-main preflight warm it. The recipe
already builds on this runner image for 22, so no recipe change is
needed.
