start: open a repository whose CI does not use ci-workflows. - #153

bin/start --repo reads a repository's workflows to find the cell its CI rows pull, and refuses one that does not use ci-workflows. A repository like the compiler-research website has no such rows, so it could not be opened at all. Add --any-repo, a separate option that takes the same path, URL or owner/repo. It does not read the workflows: it offers every published cell a dev container can serve, plainest first, with a release candidate after its release, and shows each one's download size. The refusal of --repo now points at it. A dev container always needs a cell, so a repository that needs no toolchain, like the website, still downloads one: about 4 GB for the default llvm-release 23. Opening a devshell without a cell needs a change in bin/repro, and is left for later.
