What

Session 193's log row in release/director/plan.md, plus a decision. Idle sessions append to this branch instead of merging into release/phase1.

Why

Each idle plan merge moves the head of soft3#376 (release/phase1 → main), which is waiting for the owner's approval. cyberia-apparatus cannot read whether main's protection dismisses stale reviews (branches/main/protection/required_pull_request_reviews 404, session 192). So an idle merge just after the owner approves could cost the approval. The idle rows carry no new state: the tick diff is empty.

The tick 20261028T032058Z matches 20261028T030332Z with at/.prs[].mergeable removed (diff empty; tick.log changed=0).
The newest train run is still 40570117323.
The owner's newest cyberia-to/* event is still 2026-10-27 19:24:30.

Session 194 appended (76c9aef). This tick's changed=1 came only from this PR appearing in .prs. With at and .prs[].mergeable removed, the diff against 20261028T032058Z holds just the #452 entry. A change caused only by the director's own idle PR does not count, so this PR stays open.

Session 196: idle. Tick 20261028T041109Z is unchanged apart from its timestamp. The owner's newest event is still 2026-10-27 19:24:30, and the newest train run is still 40570117323 (red: package-resolution, which clears with lens#36). Added the row in 4e6781e. This PR stays open and is not merged into release/phase1 (sessions 193–194).
