Tokens move from tailwind.config.js to an @theme block in index.css, renamed v4 utilities are updated, and space-y keeps its v3 behaviour as stack-y. Fixes the map collapsing to zero height: v4 utilities sit in a CSS layer, so MapLibre's unlayered position:relative beat absolute inset-0 on the container. Packages: tailwindcss and @tailwindcss/postcss 4.3.3 (required by the migration), exact pins; npm audit reports 0 vulnerabilities. The Incidents map, radar mini-map and Flight Log map used absolute inset-0 on the MapLibre container; MapLibre's unlayered position:relative now wins over the layered utility, leaving them blank.
