Implement .NET Wrapper for wavy CLI

Create a .NET class library that wraps the functionality of the wavy CLI (written in Go). The wrapper should:

• Be able to execute the wavy CLI as a local process
• Provide methods to run common commands and return their output
• Handle process errors and unexpected output gracefully
• Expose a clean service interface for use in other .NET projects
• Include basic unit tests for core functionality

Consider future extensibility and ease of integration into web/API projects.
