I pinned the native AOT build jobs to ubuntu-24.04 and opened experiments on ubuntu-26.04 in docs-builder and docs-actions. I also stopped Updatecli from bumping the stack version, and fixed update-kube-stack-version for Helm v4.

PRs: #4297, #4298, #4328. elastic/docs-actions#390. elastic/docs-content#8663.

Open: #4297, #4298 and docs-actions#390 are still in review.
