Migrates mgr to use argparse for commandline options. Adds --port and --bind commandline options to configure listen address and port.

This PR adds two optional commandline options to the
nse2_netvizandnse2_mgrtools.-b/--bindfor setting the address and-p/--portfor setting the port that NiceGUI listens on.These options are useful if NSE2 is used on a remote machine.
