Summary

stop declaring 0.1.0 as already released before the initial Release Please run
let Release Please determine and own the initial release version and tag

Evidence

the first successful Release Please run proposed 0.2.0 because the manifest claimed 0.1.0 was current
the upstream manifest bootstrap format is an empty object until the first release PR is merged
JSON validation and git diff checks pass
