• Resolve each scene's exact lobby action-catalog pin without rewriting legacy revision1 documents.
• Default newly authored scenes to revision2 and preserve the known navigator action during unrelated edits.
• Consume the published neutral lobby catalog1.13.1, align scene-format/testkit0.2.0, and forward PACKAGES_TOKEN through CI/release workflows.
• Preserve the existing two-argument JVM constructor and keep application-action authoring outside scope.

Verification

• Focused catalog/session tests cover serialized legacy and navigator roundtrips plus invalid pins/actions/arguments.
• Final full Gradle check passed after formatting correction.
• Independent editor branch review completed before merge; remote CI is an additional gate.
