refactor(tests): reorganize tests into subdirectories - #548
Group suites under tests/unit, tests/cli, tests/fuzz and move conformance/ into tests/conformance. Updates build scripts, CI workflows, and docs accordingly.
Summary by CodeRabbit
Documentation
Updated testing and conformance guides to reflect the current test suite layout and workflows.
Chores
Updated build, CI, coverage, and fuzzing workflows to use the reorganized test paths.
Moved conformance vectors and related test assets under the test suite; adjusted their references and checksum manifest.
Conformance files are now included in code scanning.

Walkthrough
The PR updates test, build, CI, and documentation references to use paths under tests/. It updates conformance tools and manifests, test registration, CLI test paths, and fuzz harness build commands. The conformance vector filenames and hashes remain unchanged.
Changes: Test suite path updates
Layer / File(s)
Summary
Unit and CLI test wiring cmake/zxcTests.cmake, meson.build, tests/cli/test_cli.sh, .github/workflows/build.yml, .github/workflows/coverage.yml, .github/workflows/multiarch.yml, tests/README.md
Unit-test source paths and test-case discovery now use tests/unit/. CLI test paths and workflow invocations now use tests/cli/test_cli.sh. tests/README.md documents the test-suite layout and test commands.
Conformance corpus paths and tooling tests/conformance/*, tests/format/*, cmake/zxcTests.cmake, cmake/zxcFormat.cmake, Makefile, .github/workflows/README.md, .github/workflows/vector-stability.yml, .snyk, README.md
Conformance test registration, generators, manifest paths, and documentation now use tests/conformance/. Formatting targets omit the old conformance paths, and the Snyk policy no longer excludes conformance/**.
Fuzz harness paths and builds tests/fuzz/*, .clusterfuzzlite/build.sh, .github/workflows/fuzzing.yml, tests/README.md
Fuzz harness includes and build commands use paths under tests/fuzz/. The workflow path filter matches files throughout that directory.
The moved test suite is broadly wired correctly, but the CLI script default and two documentation links should be corrected before merge.

From tests/conformance/README.md, ../.github/workflows/vector-stability.yml resolves under tests/, where the workflow does not reside. Change the link to ../../.github/workflows/vector-stability.yml so readers can open the CI check.
