Removes the GraphSyncSolver headers and implementation, pass and CLI registration, dedicated GSS tests, shared GSS test branches, and stale documentation references. InsertSync, BufidSync, and barrier-all remain available. Validation: PTOASPythonPackage built successfully with LLVM 19.1.7 using -j1; 11 affected lit tests passed with one worker; changed-code compliance check reported 0 errors and 0 warnings.
