docs: point context-engineering CLAUDE.md at its README - #12

The repo now has a single root README, so the documentation rule tells the assistant to update the module's section there instead of a per-module README.md.

Summary
context-engineering/CLAUDE.mdto match the README layout in docs: organize README by topic area, with folder READMEs for 3 large modules #13. It now says to updatecontext-engineering/README.md(the module's full guide), and also the short root README section if the quick start changes.
