slproweb.com dropped the 3.6.3 installer, so every Windows Build (MSVC) run fails in "Install full OpenSSL (developer)" with a 404 before compiling. Pin 3.6.4 with the SHA512 from slproweb's published hashes.

Win64OpenSSL-3_6_3.exe(404), so every "Windows Build (MSVC)" run now fails in Install full OpenSSL (developer) before anything compiles. Master last passed on 2026-08-18 with 3.6.3.Bump to 3.6.4 with the SHA512 from slproweb's published
win32_openssl_hashes.json; the download URL answers 200 again. Same pin, same fix in all five cores.
