Description

Publish the October 31, 2026, 08:00 America/Los_Angeles (15:00 UTC) standup in reports/latest.html (published late, at about 15:13 UTC), keeping the self-contained design, latest-only convention and this same reusable explicit draft PR.

The 03:00–15:00 UTC window has one table per repository (microsoft/aspire, aspire.dev, aspire-skills) with each PR's state and why; all states were read with gh between about 15:05 and 15:10 UTC. 5 PRs merged: aspire #21520, #21452, #21427 (approved by JamesNK), #21483 (approved by ellahathaway) and aspire-skills #133 (approved by spboyer). 53 aspire PRs became ready (50 new: 25 product fixes, 24 CI flake fixes and #21553; plus former drafts #21474, #21514, #21516), for 129 ready PRs (aspire 105, aspire.dev 15, aspire-skills 9). #21553 has one failing Hosting.MongoDB job whose cause is unknown (logs unavailable while its run was in progress). Five aspire drafts (#21576, #21586, #21592, #21595, #21596) are in CI. #21578 closed as a duplicate of #21575. aspire-skills #125 is approved but, with #129–#132, conflicts with main after #133 merged; #130 has spboyer's changes requested; #21474 still has karolz-ms's change request open. aspire.dev #2010 is ready (not draft). Open flake/infra issues #20478, #21570, #21180, #20869, #20467 were state-verified only. Human approval remains the merge gate.

Only reports/latest.html changes; no dependencies, workflows, settings or hosting. Exact published HTML source.

Source-only publication: branch source persistence, not merged main content, deployment or a hosted rendered page; GitHub Pages remains disabled. This PR stays draft even when green.

Bounded CI read at 15:28 UTC for this head: CI run 41213802267 still in progress (221 of 378 jobs done). One job failed: Cli tests (windows-latest). This PR changes only reports/latest.html, so the failure is probably unrelated, but the cause was not investigated and is unknown. Markdownlint, Verify Telemetry Hook Changes, VS Code extension changelog merge gate and Add Dogfooding Comment succeeded. The final CI outcome, including Final Results, is unknown at this read.

Validation: balanced standalone HTML; header/main/footer landmarks; seven sections labelled by unique headings; three captioned tables (12/4/5 rows) with column and row headers; 186 HTTPS links; correct PDT/UTC times; exactly one final strong attribution; no horizontal overflow at desktop or mobile width. git diff --check passed. Bytes fetched from raw.githubusercontent.com at the exact head match the committed file.
