docs: show acc v0.7.0 and upload-artifact v7 in the workflow examples - #111

Dependabot only watches SHA-pinned workflow steps, so the version tags in documentation examples drift. acc v0.7.0 only adds the optional policy-ref input, so the reviewed-plan publish example works unchanged.

Two documentation examples still pointed at superseded releases. Dependabot doesn't update them because it only follows the SHA-pinned steps in
.github/workflows.docs/ci-mode.md:noru-tech/agent-change-control@v0.6.0→@v0.7.0, matchingACC_VERSIONincompliance.yml. v0.7.0 only adds the optionalpolicy-refinput, which defaults to the pull request's base commit and is empty onpush, so the publish job reads the policy from the working tree just as it did before.actions/enforce/README.md:actions/upload-artifact@v4→@v7, matching the other examples.The
