[DOC] Guides/Manual: What's New?

I think with each release it would be nice to have a page to help us know what is new while we document the changes in the Manual for each release.

Maybe this needs to be in the manuals section? Maybe this is too much to worry about at the same time as we only have very few active contributors here.

Any thoughts? Now things are more clear in my mind and caught up, I am thinking of other ways we can enhance this place.

I would think we'd only want to limit 'What's New?' type of information to release notes. Though you raise a good point, which is that every release, whatever is new will need to find its way into permanent long-term documentation. (e.g. "Guides" as this title also lists.)

If anything, I would lean towards reducing how many places we keep 'differential' information fragments (i.e. items new to the build) as that type of info is instantly dated, partial, and only useful as historic data. Possibly for migration planning charts and documents, or to assist with maintaining a build summary document, showcasing specific features as they were added.
