feat(plugin): Cursor, Gemini CLI and Agent Plugins manifests - #183

The other four skills already carry license: Apache-2.0 in their frontmatter. make skill-hashes also lists the version published to main before this one, which reached main after the list was last regenerated.
plugin/plugin.json is the Agent Plugins 1.0.0 manifest (https://agent-plugins.org/specification), so clients that load that format find the five skills in plugin/skills. The spec allows a closed set of fields, so the Claude-only icon and policy links stay in .claude-plugin/plugin.json.
plugin/.cursor-plugin/plugin.json describes the plugin in Cursor's format, with plugin/icon.png as its logo, and .cursor-plugin/marketplace.json points Cursor at plugin/ (https://cursor.com/docs/reference/plugins). Both follow Cursor's published schemas, which allow only a name and email for the author.
Gemini CLI installs an extension from the repository root: gemini-extension.json there, and the skills in skills/<name>/SKILL.md (https://geminicli.com/docs/extensions/reference/). make plugin-skills now copies the five skills into skills/ as well as plugin/skills, and the plugin test checks both. The *-skill/ folders stay where they are: npx skills still finds them first.

The Agent Plugins, Cursor and Gemini CLI manifests carry a version, as .claude-plugin/plugin.json does. make test-release-notes now fails until all four match the CHANGELOG, and RELEASING.md lists them.
