Skip the commit-message check for Dependabot pull requests - #1243

Conversation
Dependabot writes the commit body, and its release-note lines exceed the 72-character limit in committed.toml. Every Dependabot PR failed the lint job because of it. The check now skips pull requests opened by dependabot[bot]. It tests the PR author, so a human rerun skips it consistently. Every other PR is still checked.

Problem
The check holds Dependabot's commit bodies to 72-character lines it cannot meet, so every Dependabot PR fails lint; #1225 is the current one.
Solution
The check skips PRs opened by dependabot[bot]; every other PR is still checked.
