build: Bump DCGM version to 4.7.0-2 (#9006) [r26.10]

What does the PR do?

Cherry-pick of #9006 (a1d3332d) onto r26.10. Bumps the pinned DCGM version from 4.7.0-1 to 4.7.0-2 in build.py (dcgm_version), compose.py (fallback dcgm_version), and Dockerfile.sdk (DCGM_VERSION). Apt now resolves DCGM dependencies (libdcgm, dcgmi, nv-hostengine, ...) at 4.7.0-2, so installing datacenter-gpu-manager-4-core=1:4.7.0-1 fails with exit code 100.

Clean cherry-pick (git cherry-pick -x), no conflicts.
