No standardized issue templates existed in this repo, making it harder for contributors to report bugs or request features consistently.

Adds three GitHub issue form templates under .github/ISSUE_TEMPLATE/, modeled after the main volcano-sh/volcano templates but adapted for the multi-cluster context:

  • bug_report.yaml — extends the upstream template with three volcano-global–specific required fields:

    • Volcano Global version
    • Volcano version in member clusters
    • Multi-cluster solution version (e.g. Karmada)
  • enhancement.yaml — problem/solution fields + documentation update checkboxes (mirrors upstream)

  • question.yaml — freeform question + environment details (mirrors upstream)

<issue_title>Add GitHub Issue Templates (bug, enhancement, question)</issue_title>
<issue_description>At present, the volcano-global repository does not include any issue templates. This makes it difficult for users and contributors to report bugs, request enhancements, or ask questions in a standardized and clear way.

We should add issue templates for bug reports, feature/enhancement requests, and questions, similar to those used in the main volcano repository (https://github.com/volcano-sh/volcano/tree/master/.github/ISSUE_TEMPLATE).

The templates should include at least the following:

  • Bug report: Form fields for description, steps to reproduce, expected/actual results, Volcano global version, volcano version in member cluster, multi-cluster version(currently is karmada) and environment details (refer to bug_report.yaml in the main repo).
  • Enhancement: Sections for describing the problem, suggested solution, and a checkbox for documentation update requirements (refer to enhancement.yaml in the main repo).
  • Question: A simple template for describing the question and relevant environment details.</issue_description>

The phrase "dev mailing" reads like an incomplete term. Consider changing it to "dev mailing list" (or "developer mailing list") for clearer wording in this user-facing template text.
