The exemption was added while the commitlint action pinned `@commitlint/ensure` ^19, which had no URL exemption in body-max-line-length and so rejected Dependabot's markdown link lists. Forking the action onto commitlint v21 fixed that cause (2026-08-11-commitlint-ci-version-skew, which rejected this workaround by name); the exemption has been dead weight since. It also suppressed every rule on bot commits, including the subject form release-please parses to build the changelog. Verified: all historical Dependabot commits in this repo lint clean without it.
