qnap zerotier-cli: missing port and zerotier-one.port not found in /share/CACHEDEV1_DATA/.qpkg/ZeroTier

I have tried the following:

• Disabling QuickConnect
  no
• Disabling OpenVPN
  no
• Restoring web port to default (5000/5001)
  already default
• Restarting NAS
  yes
• Reinstall ZT
  yes, and i tried both 1.2.4 and 1.2.12
• Checked for presence of dev/net/tun
  dev/net/tun: No such file or directory
• Verified that ZT is or is not running with ps aux | grep zerotier
  it is running
• confirmed that config files exist in /var/packages/zerotier/target/var
  not exist
• Issued zerotier-cli commands as root
  yes

I am aware of the following

• The GUI is deprecated and may not work on my particular NAS
• The CLI is the recommended interface for controlling ZT
