Story: BI-2971 - Improve default sample submission sorting
Change to SampleSubmissionService.java: generateDArTFile to sort submissions samples for export by plate > column > row.

bi-web: feature/BI-2971
Testing
Navigate to submission details for a sample submission
Click on Manage Submission > Generate and Download DArT file
Check that rows in file are sorted by plate > column > row
